ADB is administering a GEF grant to support: (i) capacity
building in measurement and verification (M&V) of energy savings, (ii)
disseminating industrial energy-efficiency technologies, and (iii)
demonstrating and pilot testing the use of smart grid technologies for demand
side management (DSM) and identifying opportunities for conserving industrial
electricity consumption.
The objective of this
project is to undertake Feasibility study on introducing market-based instruments
to achieve energy efficiencyimprovements in Hebei Province. Although from the
12th Five Year Plan period, it has started to selectively pilot test and
demonstrate market-based instruments, such as benchmarking, energy efficiency
certificate trading, emission trading, etc., these concepts have not yet been
tested in a large province, as Hebei Province. Furthermore, the provincial
officials lack familiarity with the concepts. Hence, a feasibility study of
introducing some of the market-based instruments in the context of Hebei
Province will be undertaken which would also include awareness building of
relevant stakeholders.
