Asian Development Bank: Developing a Low-Carbon Economy in Yunnan Province

The purpose of this project is to recommend EE&ER strategy and prioritized action plan to enhance energy efficiency and reduce CO₂ emissions to promote low-carbon energy development in Yunnan Province and improve capacity of local governmental agencies in developing a low-carbon economy. Within this context, the following immediate objectives are acknowledged:

1. Determine and report on the current status of energy consumption and barriers of policy, technology, finance and institution in the selected industries. And the International experience and best practices will be also learned;

2. Conduct estimation of CO₂ emission and potential of energy saving and emission reduction and assessment of CDM and other carbon financing opportunities;

3. Design and deliver the EE&ER strategy and recommended prioritized action plan for Yunnan province and Kunming city;

4. Conduct a targeted capacity building and best practice dissemination campaign related to advanced energy efficiency technologies, financing mechanism, institution set and etc. to enable the Yunnan province to develop low carbon economy.
